Founded in 2018, CEMA emerged from a deep recognition that migration, climate change, and social vulnerability are not separate issues but deeply linked.
CEMACEMA is a Ugandan non-profit organization committed to advancing sustainable, inclusive, and rights-based responses to the interconnected challenges of forced displacement, environmental degradation, and socio-economic marginalization. Founded in 2018, CEMA emerged from a deep recognition that migration, climate change, and social vulnerability are not separate issues—but deeply linked. We work at the intersection of humanitarian response and long-term development to ensure that displaced populations, especially refugees, women, and youth, are not only protected but empowered as agents of change in their communities. Situated in Uganda a country that hosts one of the largest refugee populations in the world—CEMA operates in Kyaka II, Kyangwali and Rwamwanja refugee settlements and host communities. We are known for our grassroots approach, our commitment to accountability and learning, and our ability to bridge local realities with national and global frameworks.

Refugees and host communities have experienced extreme weather events, particularly floods and droughts, with inadequate infrastructure to cope. CEMA advocates for refugees and host communities’ equal access to resources, services, and opportunities in climate resilience and adaptation. CEMA also implements initiatives that integrate refugee needs into climate resilience programs in host communities.

A New Light: Amina’s Journey with Clean Energy in Nakivale "Before the solar irrigation kit, I struggled to water my garden, especially during the dry season.
